Call for proposals: Telemedicine services for diabetic patients in Libya

A substantial percentage of the population in Libya is not assured access to good quality healthcare. In 2021, 50% of Libyan households (3.5m people) do not have consistent access to health care services (2021 UN Humanitarian Needs Review). In 2020, WHO assessed the health situation and health needs in 79 Libyan communities (comprising over 850 000 people) in 111 of Libya’s 22 districts.  The assessment found that although hypertension and diabetes were the most commonly reported diseases, medicines to treat them were widely unavailable. Moreover, many hospitals were forced to suspend their services due to the high rates of COVID-19 infection among patients and staff, further exacerbating gaps in the health system.

Telemedicine is regarded as one of the significant innovations in health services; it overcomes geographical barriers and increases access to health care services. This is particularly beneficial in areas affected by insecurity and against the backdrop of COVID-19 transmission risks.

Diabetic patients represent a distinguished patient population that stands to benefit particularly from the introduction of telemedicine services. Given their vulnerability as a result of their medical condition(s) and the regular check-ups with specialists of various disciplines required, the obstacles represented by travel barriers, COVID-19 transmission risks, as well as physical and financial burden constitute detrimental factors for the treatment success of diabetic patients. These factors can be effectively counter-balance and/or mitigated using telemedicine solutions.

UNDP in Libya is looking for a contractor to  provide  accessible telemedicine services to diabetic patients of the National Center for Diabetes Endocrinology for a minimum of 100 patients and ensuring their access to all specialist doctors that are relevant for the effective, comprehensive treatment of diabetic patients.
