Strengthening Capacities of GNC committee Staff
UNDP Libya, in cooperation with the General National Congress (GNC), organized two training workshops between 19-26 June 2013 in Tripoli, Libya. The two-day workshops, targeting 45 committee staff members representing more than 20 GNC committees, aimed at raising awareness and developing capacities of committee staff to more effectively carry out their functions in support of the committees’ work.
The first day of the workshop focused on the critical role of committees in the work of legislative assemblies, highlighting aspects that link it to the effectiveness and performance of the legislature as a whole. Part of the first day discussions also included oversight, legislative role of committees and expected tasks of committee staff.
The second day was dedicated to an exposition of specific competency requirements for committee staff, including the principles and techniques in report writing for committees. The final session was a simulation exercise. Participants were divided into groups; each was tasked to work on questions for a specific topic as if they were conducting research related to the committee’s work; each was then asked to present its findings before the plenary for a general discussion.
